Unfortunately there are many environmental issues that warrant a Red Alert label. This is largely due to a general lack of enforcement mechanisms at the local, entity, and state level. The lack of resources and political will to implement the Local Environmental Action Plans and the NEAP have also greatly hindered protection efforts and failed to stop illegal exploitation of BiH's natural resources. Vjetrenica Caves

This unique cave has been identified by Unesco experts as the cave with richest underground biodiversity found in the world. Located in the heart of Herzegovina's karst field Popovo Polje this cave has been a protected area since the 1950's. Due to negligence and lack of funds the cave has been closed for decades. Efforts to adequately protect the cave have been lead by Ivo Lucic ( www.vjetrenica.com ). The irresponsible acts of the local municipality and the hands-off approach of the Federation Ministry of Environment and Tourism has led Mr. Lucic, a respected scientist and activist, to go on hunger strike.

Diva Grabovica

The Prominvest Company based out of Konjic has been illegaly exploiting the valley of Diva Grabovica, the heart of the foreseen national park Prenj-Cvrsnica-Cabulja, since 1996. The High Court ruled against them in June 2000 and ordered them to evacuate the premises immediately. They refused to due so. In 2004 the Federation Ministry of Spatial Planning and the Environment, on the insistance of the Ombudsmen, issued a cease and desist order to Prominvest and offered to find an alternative location for the stone quarry. Without any legal permits and against the direct orders of the High Court and the relevant ministries, Prominvest has continued exploitation within the Diva Grabovica Valley with the support of the Elektropriveda BiH – with whom Prominvest has a multi-million KM contract to produce concrete electric poles.

Development plans for Central Bosnia's highest mountain range directly endanger the traditional trans-migratory cultures of the Central Dinaric Highlanders. Prokosko Lake has witnessed merciless illegal development over the past decade which has not been stopped by local officials. A newly proposed law would prohibit highland shepherds from taking their flocks to the high alpine grazing meadows, a tradition that has been practiced for over a thousand years and which experts contribute to the preservation of the unique bio-diversity found on Vranica.
